I think when she hit one of the kids; Rosie felt bad because she did not liked it when her mother used to hit her. Since she knew she hit that kids, from that moment she felt really bad as well as the feeling of regret surrounded her. She also confronted Tia about the incident which taught her that the choice is in her hands to react the same way she was brought up by her mother. Furthermore, Tia insisted her to not hit the kids again.
