I believe the purpose of this scene in the book is to show there is always someone looking over you. Rosie dreams she was in the Wizard of Oz and when she wakes up it happens that the nurse sang to her "Somewhere Over the Rainbow". In this song it talks about dreams and babies crying and birds flying, so basically in my opinion the nurse is singing this to Rosie since she is injured and wants her to feel better. She was upset on how hurt Rosie was. Mainly the fact since she was from a home...
yes, there is always that one person that cares for you and making sure you are okay.So when the nurse sang the song she wanted Rosie to feel better and not think about her pain so much.
